I've only personally experienced it myself once, a week ago, since I am dead to the world at 2 am, but my dad's window is parallel to their driveway, and he's a light sleeper, but my dad has been experiencing it for like 3 -4 weeks. It may be longer, but I don't know for sure. Yes, My neighbors hubby is getting up to go to work. He works from 2 am till mid day. At this point after her calling me the retard next door I want nothing to do with her lol. Maybe you could offer to help her out, by babysitting her kids for free, so they can save up faster to get a muffler?

Since you didnt read some of the links provided, I remember one saying to contact the city if you had questions. Or ask neighbors and if there is an issue in their homes as well, then go to the city as a neighborhood and explain your stance. No one knows your jurisdiction better than your city (since it was not provided by you, I just used your state as a whole...).

I've known people (in Cali) who have been ticketed for noisy mufflers. (Not Sacramento). It may be worthwhile to speak to your other neighbors first, then confront the offending neighbor as a group. The more neighbors you have behind you, the more pressure you can put on them. Contacting the city would be the last step to take. A muffler replacement doesn't need to be expensive. My old muffler was almost completely rusted away before I finally replaced it. About $20 from the local auto parts store got a high-flow muffler that worked quite well. I probably spent another $20 on clamps, hanging hardware and adapters. Then all I needed was a little time under the car with a hack saw.

I haven't read the whole thread so I don't know if this has already been mentioned, and I don't know if it is even a possibility in your area. I think some places it would work. Why not call your local PD and tell them what the problem is and that you don't really want to stir things up with your neighbor by having the police visit them...but could they "just happen" to have a cruiser parked a short distance away at 2:00 a.m. so they could judge for themselves if there is a problem and stop your neighbor right there? Just a thought. On the other hand...if you are as ornery as I am and didn't mind stirring things up a bit (it seems already that your neighbors don't care) just make sure that you mow your lawn, hammer loose siding, bang your garbage cans around, and anything else you can think of when you KNOW that your neighbor is trying to sleep! When they ask you to be quiet you can see about making a deal with them. edited to add: I actually did this with one neighbor that was always up late with loud parties when I was sleeping and had to go to work the next day. A few days of this and they finally got the idea and settled down a lot.

Topping when I was in California my truck often got tickets for noise between my stereo and my exhaust kit. So it does happen. You have to be proactive though which means doing your research (calling the city) to find out what Sacromentos exact regulations are.

I'd make a habit of making tape recordings of the "sounds of nature" that can be heard in your yard and sharing them with your neighbors at full blast about 7:30 or 8:00 pm, about the time Muffler Man would be sleeping, or his shrewish wife is putting the children to bed.

Tit for tat rarely works in these situations. What bothers me more is that you'll sit and listen to her "screaming" at her kids all day and NOT call the police then. Chances are pretty good that if she's emotionally abusing them, she's also physically abusing them. I know this from both a personal and occupational perspective. And yes, they will tell her who called, there is no such thing as being "anonymous", even if you ask to tell them NOT to tell her. As far as him getting a ticket, this is what's called an equipment violation, which means the officer has to see the problem, ie, finding him in traffic. And the chances of having an officer "in the area" are about slim to none, and Slim just left town. They have more than enough to do than just wait for someone to start their vehicle up. And as unbelievable as it may sound, there are still people out ther who seem to think the PD's have officers just waiting for a call. Here's a hint.....THEY DON'T. I still find it laughable that people still expect that....if they knew the truth, they'd blow a gasket. Even if you called in a noise complaint while the idiot is doing it, the call is usually the lowest priority, and it will be hours before it's even addressed. Try looking at some sort of arbitrator..they are usually found thru tenant's associations, or maybe the local Legal Aid office. Having a third, uninterested party working as a midiator might make it easier for you to have a little sit down chat with the inconsiderate assholes.

Soul, who's to say I didn't? Just cause I didn't come here saying guess what all/? I called CPS on my neighbor? I don't see how they can tell the mom who reported them, even when they say they won't. Don't the reporters have some rights to not having it known who reported them? I think more people might report potentially abusive situations if they were not afraid of the one reported starting shit. When CPS agent asked my name I said your'e not going to put it in the report are you an she said no. I'm not talking about CPS...it takes them forever to even get started...I'm talking about calling the cops WHEN SHE IS ACTUALLY DOING IT! This is considered a domestic disturbance, NOT a noise complaint. And reporters versus CPS is not a comparison that works here, reporters are protected under an amendment, CPS is not. If you push hard enough, or get the right attorney, you CAN find out just about anything using the Freedom of Information act.....it sucks, but everyone is entitled to their right to confront their accusers.....but that is for someone to post in the politics thread. At some point, concern over how she is treating the kids has to win out over your concern that you told on her.

Soul, when I looked up the CPS number, they said if it's a child emergency you feel call 911, but I didn't think that was appropriate, and I didn't think it was appropriate to call the police, I didn't know if that's something they would deal with. Yes, I am afraid she'll be told it's me, she's my neighbor and she's petty and hateful, You piss her off, and I have before for lesser things that were accidents and she's an utter pyscho. she can make our life utter hell. True if she tried to start shit Id just pretend she don't exist and not even acknowledge her, But she'd still probably harras and scream at my parents, an then they'd be pissed at me. . I have mentioned before to my dad, over dinner while she was screaming her bloody lungs out, it'd be a wonder if someone didn't call the cops, and every one said yeah well it better not be you, you should stay out of it. It's not good or smart to stir the pot with your neighbors like that. And I know this won't make me very popular to say so , And I feel bad for staying silent, but It's not worth alienating every one I have to live with day in and day out to cause a fuss, with the police telling her it was me. Top, even tho it is fun to think of taking action- I think for the time being you should just keep calm and not get in the middle of anything. A war with a neighbor is never good - and besides people tend to move alot.
