It is ultimately based upon a private security company based in Leon (Mexico), getting a contract with that firm for its eye scanners. It's bullshit spun of nothing.

Now ya just need to find out who Lewis Goldberg is, and who and why he's getting paid (hint, he ain't a reporter, and the quotes from the mayor are lifted from a completely different older press release of the (then) recently elected mayor expounding upon his new anti-crime drive).
