I wonder if this has been figured into the cost of the war?

Probably not but I wouldnt think it fair to combine the two costs. No doubt rebuilding costs are way higher than ever imagined, but at least they have been carried out in good faith.

I wonder how it was allowed to happen at all. Who was responsible for managing these projects? Who has profited from such failure?

...Did someone just say 'Haliburton'?

I don't care what they think in New Orleans. That city is a crap hole and it will never change. I have been to 30 + major cities in the good ol USA. That is the dirtiest city I have ever been to, and that was 2 years before Kritina..

I went there just before Katrina and had a great time. Clean streets, good food, good music, nice people...... And the odd beer. It angers me that many of the homes STILL havent been rebuilt.

Yeah, I watched a tv program about New Orleans recently, post Katrina, and of all the promises, nothing has been fulfilled. It amazes me the US spends billions in other countries, but cannot first look after its own. It is as if the US or at least those in charge don't want New Orleans, or the people that once lived there to live there again.

So, you compare a state, a part of the U.S., regardless of its financial status or its resources, who suffered a natural disaster to a country who we chose to go to war with.  And mind you, went to war with them for innuendo and hype.  You would rather spend more on rebuilding a country that we could have avoided getting involved with to begin with, than to help a state of the United States who didn't ask for, didn't provoke, and could not avoid a natural disaster.  You would rather see poverty and suffering and pain in your own country, than in a country who, bottom line, could care less about us.

**Editted to add...And I might add, btw, that NOLA never asked  for, thought they deserved, or went on about their lack of money before Katrina.  So if you thought they were dirty and unworthy before, they surely werent't asking you to fix that.  Katrina left NOLA in what looked as worse as the war zone we purposely imposed on Iraq.  Since Iraq was ruled with tyracey and  next to no true gov't, I would bet pre-war, they had as much as NOLA had...only NOLA didn't gas bomb their own people.  And Iraq would probably not care one lick about rebuilding for its people if Hussein was still in charge.

But you feel Iraq is more worthy than our own.  Ummm...ok.

It's very unfortunate that money wasn't spent on the American people. I'm sure there are many areas in the country that could have used this kind of development or stimulus.

I think the entire war was a waste of money but I hope I'm wrong.

A bit more compassion goes along way. Why do people build homes in 'Tornado Alley' of the Mid-West? Or along the San Andres Fault Line, even though there are a number of strong quakes every year? The East Coast, from Florida to Maine experiences hurricanes. The New England stands get Nor'Easters. And even Hawaii, all the way out by itself....apart and alone from the younger 49 states (OK, Alaska isn't much younger either....).

We even experience man-created disasters: Pearl Harbor, Oklahoma City, New York, 3-Mile Island, and even all those forest fires lite, by careless people.

When a disaster hits, we as Americans help. That is what we have always done, and that is what we will always do. We put our politics aside, and help our fellow Americans over come a great hardship. People lose their homes, their dreams and places of spirit and faith. Just seeing it all gone, and being powerless, can, and do, overwhelm even the most deepest of willed individuals. Some of them, hold on to reality by a thread at some moments. They are largely, unable to just cope with the reality, let alone rebuild.

That is where the rest of us Americans help. Its not 'money wasted' to rebuild, and return some of that which was lost. I've never been to a US City I didn't like. Each one has their charm, food, and music. There is history and amazing moments.

In each and every disaster, we pitch in, and we help. We are't perfect, but we try damn hard to be. And New Orleans? Great town! Good food, good people, tons of amazing things to it. Maybe you just havent strolled down Bourbon Street at the right time?

I was reading about this in the L.A. Times today. The appalling lack of common sense is mind-boggling.

A U.S. 'legacy of waste' in Iraq

"The story was similar in other sectors. A recent audit cites the example of an unfinished slaughterhouse in Basra — price tag $5.6 million — that was undertaken without securing a supply of water to wash away the blood.

The $32.5-million cost of a sewage treatment facility for the war-ravaged city of Fallouja, begun in 2005 by the U.S. military, has mushroomed to $104 million, and will now reach only 4,300 homes instead of the 24,500 originally envisioned, if it ever reaches any homes at all. Although the treatment plant is almost complete, the contract did not include a pipeline to connect the plant to the town."

And just "who's" idea was it to rebuild Iraq?
Any names? Who's responsable?
Who said; "Oh, and after acheiving the set military objectives we need to start building/ rebuilding the infrastructure?"
Can't we have a war where we acheive military objectives and then just leave?

Its a shame how you comment on things you know nothing about as Ive always felt that way about bureaucracies. Carter, Reagan, Bush, Clinton, Bush, no matter - the person in the Oval Office has no affect on the efficiency of bureaucracies.
