I suppose he could get a sub who was on disability or some kind of funding from the government, so then she could still be chained up all day, and still supply him with money.
But then, disability pay an stuff requires you to check in every now an then, an provide detailed accounts of where your money is going and, if you live with someone else you have to report it an , I'd be willing to almost bet it'd be more hassle than the guy would want.
