Maybe you could get one of these and put it wherever you sit/stand the most. My mother had cold feet and that is what I did for her. Had one under the dining table and one by her chair.

Have a look at.. http://en.wikipedia.org/wiki/Underfloor_heating .Also Google it as there is plenty of advice on the net. As you already have a concrete floor i think you will find that electric is your cheapest option to install although not the cheapest to run. The more insulation you have between the concrete and heating wires/pipes the more efficient it becomes http://www.floorheating.com/insulation.php

th, oh yes, I could probably get one of those an keep it under the desk, it'd be quite the thing for the job I think.
