A quiet, conservative county that is in very heavy debt.  Nobody's talking, but I suspect embezzlement.  That much money can't simply disappear, and the embezzlement thus far discovered can't account for the shortfall.

Note that the first responses were attempts to sell permanent assets to overcome a permanent problem in the short run, just like national politics.  Making necessary structural changes is too painful.

I like how an official claimed they had a balanced budget. It's balanced alright, up on one end.

See the main problem here is that the officals of the county need to work for the federal government, or at least the state where there is much more money to steal. Surely this goes on all over the place, but this particular county government excelled at it, made the news. This is really a paltry sum, I think many cities have lost more due to corruption.

Eventually they will probably haave to close the jail(s). When the criminals go free they will be looking for someone to rob. The politicians stole all the money and will make excellent targets. Take solace in that, that what comes arounnd goes around.

A balanced budget eh ? Hmmm, I knew the English language was fluid, but I had no idea it's viscosity was so low.
