The picture is craptastic, but I want to try out makeup so here goes.

Does anyone know of what kind of makeup (colors, brands, things, etc) that I should use to improve my look?

If you can't tell, I'm very pale, but I refuse to tan. Just because I see nothing wrong with it. I have average blue eyes, and dusky brown hair.

Like I said, the picture is crap, but I appreciate anyone that could possibly help me. :)

You don't need a foundation, but make sure to use a moisturizer with an SPF after washing your face.
Go with natural/neutral shades to enhance your eyes.  I use Rimmel "star kissed" roll on (and a brush to even it out) for the lid and Milani "royalty" in the crease.
For liner & mascara I'd use a brown for daytime and black for evening.  (I need hypoallergenic, or my eyes get red & watery.)
Look for a peach blush & light peachy lip tint. 

Then we need new pics after the makeover!!!

I agree with what BurntKitty said....you don't need much. Neutral/soft colors on the eyes with some mascara and a light color lipgloss. If you want to add just a little more color to your face since you dont tan, you might use a little bronzer...but I really doubt you would need it. You look like you have a beautiful complexion.

My suggestion would be go to a cosmetic counter of a brand of makeup you like and can afford and ask for a color/makeup consult.  Or take it a step farther, an pay for one at reputable spa you can get one usually for under 50 bucks.  Tell them you would like some ideas on how to use makeup to your best advantage -- not improve as there may not be anything wrong with you.  Makeup highlights things and yes occassionally cover's flaws but its used to brighten, highlight etc.  Also, you may want to tell them you would like day and evening wear ideas.  They should be able to walk you though colors that would look good with your skin tone, if and how to use foundation, and how to apply color to your advantage.

I haven't been wearing makeup to work for the last year, so my face pretty much has nothing on it.  One day, i simply added some mascara to my eyes - no eyeliner or eyeshadow nor was i wearing any other makeup, and most people in my office did a double take -- they didn't have a clue what was different but they noticed and commented -- mostly on my eyes like wow your eyes are so bright today, wow your eyes pop today, or did you know you have the most gorgeous eyes lol.  My boss thought i got my hair done lol. 

While its okay to ask on places like this -- a photo is not the best thing to view when determining makeup ideas.    So while i know my post may be disappointing, i really think your best bet is to go and have someone show you and experiment with looks in person.

i agree with angel. i do makeup for a living, but i couldn't tell you what you should use since i'm not looking at your skin up close. Texture, over tone, under tone, whether you have a pink base, orange, or blue base to your skin can be relatively important.

Oh dear, I'm over complicating things. Sorry- habit.

But as far a basics go, tinted moisturizer will be your friend. If I knew what you may/may not be allergic to, I could recommend a few brands. unless you use Jergen's glowing lotion stuff(the real name escapes me), it won't permanently tint your skin, but rather, give you a boost.

But I wouldn't recommend foundation- you have a nice complexion that looks pretty even.

For eyes- the consensus is clear hear and I agree.Nude, Peach (for all that is sacred DO NOT use pink!) and medium brown eyeshadow. Nude eyeshadow over the entire lid, up to your eyebrow, peach up to the crease, brown in the crease. make sure you blend with your fingers or a brush so it becomes softer and has no harsh lines.

Brown or brown/black mascara, and a deep brown eyeliner. I would recommend that you line your eyes all the way around, but take care not to cake it on.

if you want to fill in your eyebrow, a taupe/light brown  pencil should work for you to fill in any sparse areas, but be light on the application, deliberately drawn on eyebrows is not a good look for anybody.

i would recommend clear lip gloss or a very sheer red for your lips since they appear to be rosy in color already.
