AbeLincoln (okay...don't know why it feels weird typing that screen name, but well, we all have our kinks...) I have seen what you've described in a dungeon where I was a DM--but not for bladder/bowel control. in one case, the sub was already a piercing enthusiast, and she had multiple permanent rings in her labia, four on each side, and during the scene the rings were manipulated in various ways--including being laced up--and she was led around for a while. Of course, as others have mentioned--they were unlaced so that she could, in fact, visit the restroom. (the dungeon had a very strict policy about scat and watersports scenes) The second scene was temporary--it was performed at a playspace in seattle WA at PowerSurge (early 90's) in case any of you were there and remember it-- the bottom had her vulva completely sutured shut--it was done by a professional and highly experienced, well-known piercer using sterile instruments, surgical thread and took a long time to do. Again, it was temporary, and when the scene was over later, the sutures were removed. Rings in the ass (I've seen this AND experienced it, to certain degree--piercings in the butt muscle, not for the purpose you've described) can be done temporarily, but I can tell you that they are NOT for the faint of heart, not to be done by someone who is inexperienced with piercing, AND they leave permanent scars on some people, this is primarily because a large gauge needle is needed to pierce the tough "hide" of the bum, and rings there usually have to be larger gauge. I still have my dotted "scars" from large gauge, temporary play piercings. I was aware of this before I agreed to get pierced. In both cases above, I should mention, the goal was not to control their bladder/bowel functions, but was instead the piercing ritual itself. The vulva suturing-shut scene was quite disturbing to a lot of folks--I've never seen a dungeon clear out so quickly! So as a few others have mentioned, what you've described seems to fall more in the fantasy realm--mainly because you cannot expect to prevent one's bodily functions to be controllable beyond a certain measure of time, and some parts of the body tolerate temporary piercings much better than others.
