Corruption is, for obvious reasons, extremely hard to work out. This measurement is the only national comparison worth paying attention to, but don't pay too much attention. It's a measure of how corrupt people think their nation is. For example, 5 years ago the UK was in the top 10. Now, after the expenses scandal, we've slipped ten places. The UK hasn't suddenly become more corrupt (if anything it's become less so, the new parliamentary expenses system is very secure), it's just that 'we' didn't 'know' back then (it wasn't exactly hidden, just the papers didn't focus on it)....and now, it's a big subject. It's a good idea, in theory, to at least try to measure these sort of things....but I don't reckon these rankings are particularly helpful.
