When it comes to how they gather and act upon intelligence, you'd better believe I expect them to be less than forthcoming about it. Covert operations need to stay covert. I expect the Congress and the President to set boundaries for them to operate within, and as long as they stay within those boundaries, quite a lot of the details need to be kept secret from the public.
