If I understand it at all, it is not bad. The only problem is the possibility of abuse. Same with the RICO act.

Also the last time this subject came up, I mentioned that if ISPs throttle the speed to their liking you should be able to find an ISP that doesn't somewhere. Yet another sales pitch for them.

Technically if they exercise arbitrary or politically motivated control over the service, it was probably already illegal somehow.

The possiblilty for abuse comes from the fact that they are defining ISPs as commercial carriers. Someone will probably find a twist in the act that can be exploited somehow, to increase regulation on the industry. Then we can eventually be just like China.
