40,000 Left Without Water in Northern Ireland Tags: CLIMATEGATE Anger is mounting in Northern Ireland where some 40,000 people have been left without running water for up to eight days after pipes shattered following a deep freeze and a rapid thaw.

Sounds like management failed in its responsibilities to the community it was serving. Based on the article alone, I would guess, management's failure lies in its communication, and logistical support. Given the length the problem has persisted, I would image that company will come under tight scrutiny in the weeks and even months to follow.

Joe  that and they didn't turn off the water to houses (no control over the houses themselves).   Probably, a cost savings measure that can be disasterous to the bottom line.

You cant just turn off a whole supply system, that would have created the same problem there is now. From my understanding off the situation it is the mains network where the problem lies, not so much individual feeds to houses. This is the result of too little being spent on maintaining the infrastructure.

Politesub is right, not enough has been spent on infrastructure is a common cause for failures of services, especially so now where water companies are in private ownership, for shareholders have to be satisfied first before any meagre improvements are made to the system. The other thing of course is the out of sight out of mind mentality and the well, it has never happened before so why improve a system when it works normally.

We have had a particularly cold winter so far, the infrastructure is clearly not geared up for such an event, and most of that based on past experience. Now the weaknesses have been revealed, money will have to be spent, that is if the winters are set to become colder in the future. I believe those in charge in the UK are waiting on scientific data as to the likelihood of more to come in subsequent years before a vast review of the infrastructure is called for, as it all comes down to money and quite often money before people.

To me, this is an example of what happens when you privatize a public utility.   A municipality wanted to privatize its wastewater plant (sewer).  The price was right, but anything over $10K would revert back to the municipality for payment.   The way that these companies defer maintenance and preventive checks and services (At least here in the US I know they are required to have licensed operators).  When the high cost item fails, they buy a new one, send the bill to the municipality, and defer maintenance on it till it wears out.   The overall costs increase and the ratepayer gets screwed.

One would think that they can figure out a way to by-pass the water around the broken section of pipe until they can replace it. Temporary flexable rigged up pipes to go around the burst pipe.
And yes, they need to start replacing other sections of pipe until it is all fully replaced. Some of it could be 60-100 years old.
