Rule, doesn't the city of San Francisco have something like that?
A few years ago they were giving the bums,....."the bum's rush" to keep them out of places like Fisherman's Wharf and the cable car lines so that they wouldn't be bothering the tourists. San Francisco is *loaded* with bums! But, you go down to Fisherman's Wharf and you don't see any.
I don't know if it's "official policy" or not but plenty of times in Boston I've seen the cops keep the bums away from the Boston common and the swan boat rides downtown and they wearn't "polite" about it either.

I just think it's funny how good at misrepresenting newspaper articles PA is ... I mean... he does deserve kudos for that ability.... or just kudos for thinking that he can get away with it whilst posting said article.
