San Francisco is *loaded* with bums! But, you go down to Fisherman's Wharf and you don't see any. I don't know if it's "official policy" or not but plenty of times in Boston I've seen the cops keep the bums away from the Boston common and the swan boat rides downtown and they wearn't "polite" about it either.
