Each person is different so I wouldn't say it is because of sensitivity. What one person finds sensitive another has little sensitivity to. Personally, it doesn't put dread in me at all. Now change that to feet and my reaction is something different![:)]

Why don't you want to assume? Of course I use less force than for ass flogging, I am no idiot, but not sure about "significantly" I adjust the force and duration to the affect it has on the vulva...I like it hot red but not black/violet, but in any case it's far from tickling.
