This shouldn't save a lot of money (the big savings is in the phone plans, and I can't see CA paying the early termination fees) but the message is starting to get out. The unions will be weakened if public perception si that they screwed the government with costs like this. OTOH, Brown's got good leverage with the carriers now. The last thing they'd want is for CA to pressure them with the threat to do something like sell the phones, with existing data plans, for cheap while keeping the phone plans intact. I assume they'll be willing to release the plans early with a minimal if any termination fee.
