i agree a plug would be the best basis for building the tail as no harness would be required for retention. i've always found Barge cement to be the strongest and most long lasting adhesive for use on leather, and that is what comprises the end of an animal tail. Just need to test a small dab on the end of the plug to make sure it doesn't react to the cement, then apply a thin coat to both the end of the tail and the end of the plug, let them both dry fully, then another thin layer to either plug or tail, and clamp them together until the cement drys. Just watch the orientation of the tail on the end of the plug to make sure it will hang the way you want it to when the plug is in place.
