I don't have any idea who the cruel son of a bitch is who did this, but I have a far better punishment than sending them to prison on the taxpayers dollar.
Simply strip the bastard down to his skivvies, hand him a zippo cigarette lighter, rub him all over with raw chicken and then cover him in water from cans of tuna. Place individual in 30x30x30 foot cage with full grown and hungry tiger. Lesson learned and problem soved permanently.
