Yeah the one in the video linked to in that article has something like that - it seems to be a metal tongue-depressor essentially. They would be vocal but non-verbal I expect.

Status: offline 		How about a solid steel head cage? No gags or tongue depressors needed. Their talking will be echoed into their ears but only a small portion of their voice will carry outside of the cage. The wearers ears will be ringing way before yours are :)
