Do you realize the story in that link didn't even use the words "Maryland" or "passwords" and is, in fact, a story about the illegal immigration debate in Arizona? Did you actually read the story or was this a typo?

If enough people simply set up bogus accounts and then let them lie unused, the government would give up.
