I've made both lightweight and heavy floggers and can tell you that weight isn't an indication of quality. If I do a flogger with a weighted handle and more falls, it is going to be considerably heavier than a plain flogger with an unweighted handle made from the same hide, but the basic technique I use for making either type is largely the same. Many things that affect the price of a flogger are cosmetic rather that structural. For example, a flogger with a braided or carved wooden handle is usually considerably more expensive than one with a plain handle. If I use fancy tacks instead of plain nails on a handle, it doesn't change how the flogger will work, just its looks and price. One thing you should always look at is the quality and type of leather, because that is one factor that will affect longevity. If the hide is too thin or stretchy, the flogger will not last as long as one made from thicker hide. If the falls are very stiff (and I mean very stiff), the flogger may have been made from an inappropriate type of leather that will be too brittle to work well or last long. Another factor to look at is how the falls are attached to the handle. Most of my floggers have the falls as a single piece of leather at the top, meaning that they are part of the handle and the only way to lose a fall is literally to rip it off. Some floggers are made differently, with the falls attached with staples or nails and then covered. How this is done is important when judging quality. A final thing to check is how the flogger is put together. A flogger held together with glue alone is much more likely to fall apart than one that is both glued and nailed/tacked/screwed/soldered together. I also have to agree with LP (as I so often do) that how a particular toy feels or 'speaks' to you is important. All the fancy expensive leather and hand turned handles in the world aren't worth the price if the toy just doesn't get your happy on. Hope this helps both you and the OP.
