JCPenny is a good option. I worked there as a teenager and we were specifically instructed not to call the cops but just ask people to get the fuck out if we caught them, and the dressing rooms were not at all closely watched. Most stores also have one of the oversized handicapped ones which make life easier.

Even sex shops don't want your jizz all over the place. And many places have security monitoring the dressing rooms. Unless you work there, you won't know if that's the case.
