Not an expert on the figures but if what I read is correct most US military aid is given to Egypt and Israel both of which were friendly. Normal aid is a different matter with African states getting good share out of 20+ billion per annum.

I dont know why thats even relevant, but it is also incorrect. Your figures most likely dont include AIDS funding, but even without it there are years where Israel got less than Africa. Include them and its not even close.
