Holy shit.  I'd burn the place down.  You'd have to strip it to the studs to get the stink out!

You think you're joking. A Realtor friend listed a condo with a bunch of cats and the buyer had to do exactly that.

Stripped it to the metal studs, stripped out the flooring. Power washed and sealed the studs, firewalls and concrete then replaced all the sheetrock, cabinets, and carpet and vinyl.

Straight from the article:

After similar complaints in 2004, the village seized 130 live cats and 15 dead cats from the house, Lake County Health Department spokeswoman Leslie Piotrowski said. Some 60 of the live cats had to be euthanized.

In court papers responding to the complaint, Swila contends she has a right to privacy in her home and the village is conducting a “fishing expedition” and a violation of her Fourth Amendment rights.

No one has the right to mistreat animals in this way.

You can't deodorize cat urine smell. You have to remove floors and subfloors.

However to prevent this in the future, the new subfloors should be given two coats of primer. Then put a floor on top. After that, only the floors proper will need replacing.

Considering she's a known animal hoarder, I don't see why they didn't keep tabs on her so the situation didn't recur.

she probably still saw them as "her cats" and didn't want to part with them. hoarding is sometimes a complex, baffling behavior...

With 130 live ones wandering around and it being feet deep in animal feces, litter, and food etc, you wouldn't even notice the bodies.

Go watch Hoarding and you'll soon learn that it's easy for people to miss that. 130 live cats would consume the bodies of the dead ones quickly leaving nothing but dry skeletons.
