There were no "near" budget surpluses, there were documented budget surpluses. And yes that is plural. So tell me Willbeur, not having your vast economic expertise, how does a brief government shutdown account for a multi-year budget surplus?

No countries, but there have been plenty of smaller scaled democracies in the Greek sense. Most pof the communes scattered through Russia during and immediately after the revolution fit the bill, at least until the bolsheviks decided that as these were run by other factions (mostly kropotkinites and mensheviks) they had to go. The Israeli kibbutzes are run along democratic lines as well. I'm not sure that's really a fair criticism to be laying on Ron in the first place, though: sadly most people use democracy and rule by elected representatives interchangeably, however incorrect that is in practice.
