When Obama signed the directive to end DADT, he forgot the 6 Ps.

Prior Planning Prevents Piss Poor Performance.

Essentially the military was not ready for the repel. There is a lot of stuff in the UCMJ and other regulations to look at and tweak/change/adjust.

So we get a court reinstatement so that the military can catch up.
