I am looking for the perfect collar for my soon-to-be slave (I know she reads these, hi). I'd like it to be comfortable, pretty, vanilla enough that she can wear it in public, and able to be locked on. From most of the collars I've seen, they are either:

-Too thick to be vanilla
-Just right except for having some big padlock attached to lock them or something of the sort
-Leather (therefore not vanilla)
-European or custom-made (therefore horribly expensive or not deliverable)

I'd also like to be able to attach a leash to it, but it seems like on some you can and on some you can't and you often have to choose.

I'm sure I'm not the first person to ask about this, but since I'm, I guess you could say, new to collar-purchasing, would someone care to inform me or teach me a little more about it and how I could find what I'm looking for?

There are plenty of folks here that make custom collars. Others here can give recommendations, but I would say, to get exactly what you are looking for, that is the way to go.

ETA: Just because they are custom-made doesn't make them cost prohibitive or European [;)]

I know several people who have Eternity Collars (http://www.eternitycollars.com/).  They don't look vanilla, but they can easily be disguised by adding a slide pendant.  My best friend has two collars - one is leather and used only during play or for kinky events.  The other is a silver chain his girlfriend/domme bought at Tiffany's.  He added a Thor's Hammer pendant and you'd never know it wasn't a necklace.  You could also buy a chainmail collar or have one made to your specifications.  Chainmail jewelry is very popular, so it would be easy to pass off as a necklace.  The one pictured below is from a seller on Etsy.com and there are dozens of sellers on that site and on eBay.

I like the look of those Eternity Collars, but can you tell me more about them? The website is a little scarce on information (the only information it has is when you click on the photograph). If a slave's neck was, say, 13" in about kind of the middle, would you pick a 13" one or one slightly larger, and if slightly larger then how much so? And how does the locking mechanism work? Also, how thick and heavy are they, would it be comfortable to always wear? Finally, I take it they are thin enough that a slide pendant can be comfortably worn? I would hate for her to wear it but have the pendant always pressing up against her neck, or for the alternative to be making it so loose that it kind of bounces around while she's running, which would be awful. Thank you for your help, I understand if you don't know enough to answer these questions and I really appreciate it :)

The people I know who have eternity collars have large enough ones that the collar rests on the collarbone.  It gives roughly enough room for someone to grab the collar in a fist, depending on the size of the hand.  If the person has a 13" neck, a 14.5"/Small collar should fit just fine with plenty of room for comfort.  You can get it smaller or larger, depending on how you want it to look. 
 
Eternity collars are designed to be worn 24/7, and the people I know who have them only take them off for medical proceedures.  They lock with a screw that takes an allen wrench, so they're almost seamless.  Most people don't wear pendants because they want the collar to look like what it is, but that's a personal choice.  I've seen some people wear slide pendants on them for special occasions whey they want to look more dressy.  I would suggest caution if you decide to get a pendant because it has to be able to stand up to sweat, showering, etc. and also be comfortable enough to sleep in, as you pointed out.  How comfortable the pendant is will depend on the type you choose.  The collar itself seems to be very comfortable. 
 
You could always get one of the colored ones and skip the pendant.  The rainbow one looks especially like jewelry, IMO.

My Dom and I decided to forgo a traditional collar and chose a locking stainless steel ankle bracelet.  We plan to use a leather collar during play but for every day wear I love the ankle bracelet.

I'm definitely leaning towards getting her the rainbow eternity collar. You said it locks with a screw, isn't there some sort of key-lock mechanism as well? And she runs a lot and I'm worried about it bouncing all around and being very annoying, do you think that is a problem?

No, there's no key lock.  The screw is it.  I don't think it will be a problem if she runs while wearing it but I'm not sure.  It doesn't bounce around a lot during play so I imagine it won't bounce around if she's jogging either.

I personally hate the look of the stereotypical BDSM collar -- including the eternity collars.  In my opinion, jewelry is the better way to go.  (shrugs)

We went for an alternative to the collar because in Australia, the heat makes anything around the neck uncomfortable. my identity with Him is being His sub/slave ... so we went for an identity bracelet. Had a jeweller friend (vanilla, didn't tell him what it represented) make it to our design, it wasn't prohibitive, mainly as we went for mostly silver. It has a very stout chain, and the identity plate is cut into a zigzag Celtic design (to match earlier commitment rings we both wear, bought when we committed ourselves to living 24/7 and working towards my being collared), with a central v[A] in gold set into the centre of the identity plate. Anyone in the know would recognise that as a written way of indicating a collar ... but no one else seems to pick it so it's vanilla! We went for a stout parrot catch so that it can be removed should there be a need (eg sudden trip to hospital), but you could get it with a screw lock too, or a locking safety chain. Just another idea there ...

I am utterly in love with the Ring of Steel collars made by VadFarkas (his profile name here) I've wore mine for 6  years to family get togethers, work, formal affairs . . . you name it.  It's comfortable and he can imbed gems in them, laser etch them, and pretty much create a unique piece just for your slave.  Mine has only come off once in 6 years, for a medical procedure and I don't sweat or break out from it at all. You can see it in my photos on my profile.
