Youre right, he didnt "allow it". He directly caused 35% growth in it. And the dot-com bubble was not enough to obscure the real growth that occurred during Clinton's early years and Bush Srs..thanks to Reagan's policies, as evidenced by the shallowness of the Clinton recession, despite 9/11.
