An elected member of the Fairhaven Planning Board and New Bedford constable was arrested Monday after he shoved a disabled man Friday during an altercation over a handicapped parking space, according to police. Joseph Morra, 53, of Fairhaven, was charged with assault and battery, intimidation of a witness, impersonating a police officer, and malicious destruction of property in connection with the incident. According to police, a man who requires the use of a cane to walk was unable to park his vehicle in a handicapped space Friday night at the Seaport Inn and Marina in Fairhaven because Morra's vehicle, without a handicapped license plate or placard, was taking up two of the designated spaces. The man, whom police declined to identify, began to take photographs of the vehicle using his cellphone, according to police. He told police that Morra, an employee of the inn, approached him, flashed a badge, and ordered him off the property, spewing profanities as he did so. Morra then allegedly poked the victim in the chest and sternum several times then shoved him, nearly knocking him to the ground. As the victim attempted to take Morra's photograph with his cell phone, Morra reportedly slapped it from his hand, causing it to break into several pieces on the pavement. While officers arrived at the scene and spoke with the victim, Morra came out of the Seaport and yelled at them to get the victim off the property, using a barrage of profanity and derogatory remarks, police said. Morra is scheduled to appear in New Bedford District Court Tuesday. He is also expected to appear in court Friday on unrelated felony vandalism and larceny charges stemming from an incident last year. Yes, the closer government officials are to the People - the better, kinder, nicer they are. Small local government is always better than big distant government. Imagine what Morra might have done to the victim if Morra was a State official or even (gasp!) a Federal official.
