OK, my Loviataran one, this will take a little while, not because it is difficult to determine which rule applies, but because while I know exactly which table I want to use to give you an answer....remembering where that table is.....welllll ETA: Found it!!! Well not the one I was looking for, but I found another rule to apply. quote:

The Rules say: The section on visibility in the Pirates of the Sea of Fallen Stars supplement defines the visibility range at sea in clear weather as 8 miles, and that in cloudy weather to be 3 miles. This gives us an average visibility range of 5.5 miles. Interpretation: Partly cloudy implies, to my mind, that it is more sunny than cloudy, if the visibility at sea is less than 5.5 miles, yet less than 8 miles, then it would be partly cloudy. Similarly if the nautical visibility range is between 5.5 & 3 miles, it would be partly sunny.
