Michael Cheroff is a little pawn in the game. It would confuse the subject if his role is over-emphasized.

There are 3,984 federal, state and local organizations, each with its own counter-terrorism responsibilities and jurisdictions. At least 934 of these organizations have been created since the 2001 attacks or became involved in counter-terrorism for the first time after 9/11.
The total cost of monitoring America (domestic spying)  is in hundreds of billions with about 800,000 people involved. For example (from the WP article): The DHS has given $31 billion in grants since 2003 to state and local governments for homeland security and to improve their ability to find and protect against terrorists, including $3.8 billion in 2010.
Many private contractors make big bucks out of the game.

No that is not the point at all.

chertoff is directly involved as in has investments in the corporations that will profit from what HLS is doing.

that is an absolute unchecked conflict in interest and nothing has been done about it, nor will anything be done about it because fraudsters computers get stupider when they click on links

Yanno what?  Just this one time as an act of solidarity with you Real, wilbur and I will band together this one time and sign a sworn affidavit that we will not buy body scanners from Chertoff. 

From there its like a pebble in a pond, it will ripple outward.

Inside trading is very common among ruling elite. This is how they make most of their wealth. Recently I read that not only the members of the US Congress but also Congress staffers are heavily involved in using inside information when they or their families are making investment decisions. Chertoff is just a common crook.

no there is an underlying issue here. 

Does this sort of thing happen in a democracy "without repercussions"?

How about a republic "without repercussions"?

Then what type of government does this sort of thing happen in?

Hell he openly admits it!  Like the hey here is the big fuck you america!  He is only one sample the whole government is that way right on down the cop next door!

Why isnt anything being done about it?

If this doesnt scare the hel out people then they deserve the fate that will befall them over the next 50 years.
