Alcohol is “cool” and the general image (which will need lots of efforts to change) is a positive one. As LadyConstanze said everyone should be responsible for his/her actions to smoke, to drink, to jumb of a bridge but there is collective image as a society which is now in the positive end for alcohol and bad for cigarettes. Second hand smoking was the trigger for the long term efforts that actually DID (proven through evaluation) change the image. Your words are evidence.
Not sure what it will take to get a policy change in place that can intiate image change (NOT prohibit people) .
