I'm not exactly sure that's what he means by "cannot be punished by a woman."
In the military, there are a decent amount of rules about visitors (especially on base) and the occasional flesh wound that goes with BDSM. There are also semi-random physical checkups that have the potential to reveal what has been happening; then he would be in a tight spot. (Possible medical discharge)
The internet thing tends not to be an issue, however. Civil liberties of privacy and what-not.
I trust he knows what he's getting into and is willing to accept whatever happens because of it. [8D]
