To the OP- I will repeat what some of the other posters have said might or might not be true, and go from there:
Primary penis pictures are not allowed, as far as pictures 2-14;if you CHOOSE to look at a members pictures, you are choosing to look at what they have decided to put up on their profile, clothed or unclothed. There are still community standards that are above and beyond genitals or not, but that is another subject other than here, and I do not plan on going through the list.
Moderators do NOT review pictures or perform any functions other than moderate whatever area they are moderators in, i.e forums, video chat, etc.
When a photo is reported, it is not an automatic review process, so is not dependent on number of reports etc like with some other type of reports. Each reported photo IS manually reviewed. Saying that, there are a lot of pictures that are reported that at first appearance appears to be possible spite. We do truly appreciate the users reporting anything they truly think violates TOS, we also can tell if a user is just clicking report to be doing so.
In the past, it is true, that each users photos had to be manually reviewed before being displayed on the site, for numerous reasons, and the guidelines were much more vigorous. The guidelines are not necessarily because of the views of the owners, but also depends in part on the sociopolitical climate and policies and laws, which change over time, and guidelines are adjusted in response whichever direction the adjustment is deemed necessary. It got to the point there were hundreds, then thousands, of pictures submitted DAILY. Because of the political climate at present, guidelines were changed, and it became possible to put up the pictures at will by users, and the capability was added so that users could report violations when they saw the. We pull the ones we see also. The site is staffed by volunteers(of which I am also, to those that say I am paid,they are wrong) and those volunteers are overseen by me. There is not a huge plethora of people, even on a site with over a MILLION users, that are truly willing to give up their time consistently and long-term, and also perform whatever function they do according to the site guidelines, and not let their personal views ,which may not always agree with site guidelines, intervene. (That's human nature to do so, and I am extremely grateful to the ones that can).
