Before you cum in your diaper, note that mother Jones is often a good distance past the fringe when they write on topics such as this.
   I'm pretty sure this isn't something that they can do as easily as described, and MOST CERTAINLY not as secretively as is implied in the article.

Yes, it would because it would rapidly lead to getting rid of the Electoral College and having the President elected by direct popular vote.

This isnt needed to beat Obama, but the Electoral College will not be eliminated in our lifetimes. It may be neutered if the blue states get enough support for their equally vile nonsense about pledging all of their delegates to the national popular vote winner though.

The way I understood this- is-  in the short term it would be a GOP gain- but mid and long term it would not be.

In a way I dont care what they do.

That is SUCH a stretch WillBe ,,, there is a WAY smaller minority of Democrats and liberals in general that want that than there are republicans that want the <pick a group the GOP doesn't like> rounded up and dealt with. Liberals will never in a million years be able to surpass the threshold of creepiness enjoyed by the GOP.
