Uh ... this is a Democratic American President ... complaining (in a funny way) about Republicans raising taxes.

Amazing how much the two parties have switched out on some things, ain't it?

The repubs raised holy hell when Kennedy cut taxes. So you see, in both cases unlike today, the repubs tried to be fiscally conservative. That party since Reagan, turned big-govt., Keynesian, deficit spenders and as been an unapologetic and undiluted failure in both fiscal and economic terms.
