Actually, pretty, I have water issues as well. And the topic was not just aimed at water wheels, or dunking(and I would like to note that I didn't bring up waterboarding) There are a lot of different levels of water bondage. I have seen and done forced water. Done ice water as well as just ice, water suspension, etc. I was hoping the topic might open up an area of conversation I hadn't seen here before. And if I got lucky maybe suggest some things I didn't know about.

Water bondage as related to you makes for some good copy on the net.  The practical aspects of it are expensive and somewhat a bit of affront to safety.  Basically, you will need to insure of your safety.  If you find someone with authentic dunking chairs, or water wheels, then as long as they are competent; its all good. 

Now, there is a technique called water dancing which is pretty impressive to watch, but it is smoke and mirrors.  I do believe it is a form of shallow water blackout.

The only thing I have ever heard called water dancing has to do with fountains. Could you give a little more information. It sounds interesting. And could you please explain your first statement about copy and the net. I don't have any idea what you mean.
