Bungee Cord. The really thick kind - 3/4" to 1" thick that you can find at Dom Depot, Lowes or ACE Hardware. Double over about a 3' length and tape the end together to form a handle. Creates very deep brusing that lasts.

Thin whippy rattan canes - just don't strike like you are trying to leave weals. Go with lighter, repetitive strikes and keep moving around to cover a large area where you want to raise the bruises.

Pinching(untill you feel the crunch) when a little subcutaneous fat gets caught between the skin leaves nice bruises, as a bonus it allows you to make nice dotted patterns(such as a big heart on a back).

Like mentioned it's depending on the "victim" the used "bruiser" and the strength of the hit.
When ure really into it just get a small metal rod (e.g. from a curtain) and try to hit with it's tip part only.
Good marks are also left when using thin and hard wooden canes.
As mentioned cables are a good source because of the heavy wiring within.
A good method for some lasting bruises is to flog with several floggers until the bottom is really deep red and hot and switch to the mentioned metal rod to give some really nasty violet streaks ...

Oh god yes, rattan... I concur - my Sir makes some lovely bruises on my arse with his rattan wrapped cane - you get the horizontal edges of the cane first, and then loads of little vertical stripes along it... nom nom nom...
