Let me explane that, so you dont get the wrong idea,
every human (male or female) has a level of hormones both (male hormones & the female hormones) as well in each body, but every sex has a level of those both hormones, which explane (why some women have thick hair on the legs more than other`s).

now, you maybe not seen her remove her lip hair, but she have, even if small "blond" hairs would not appear.....
