Access == Effectiveness, and every barrier ( heh ) to access, lowers effectiveness, in a public health context. ER? Why not get a script from the Minute-Clinic at Walgreens, CVS, or Rite-Aid and then get the prescription filled while you are there. There is also the county Health Departments. But yes, a sexually active female SHOULD have to go to the doctor/NP/GYN. They need their yearly well-woman's check-up and STD testing. And yes, if they are going to be using BCPs, then they do need a physicians care. They are hormones and there are side effects. They are not candy. It is so nice to see that the statutory rape of a pre-teen bothers you not at all.
