A few synonyms for "chav" might narrow down what folk are getting at, diaperslave. A few good ones are "burberry ape", "ned", scratter", "charva" (a much older term), and the like.
Certain social commentators (most notably Julie Burchill) have argued that this is at root nothing more than the traditional middle class contempt for the lower orders. While chavs are by and large proles, they're also badly dressed proles, who cultivate ignorance as though it was a precious resource and collect asbos the way stray cats collect fleas. This seems to be more where the resentment comes from. Doing a search on any UK paper's website should pull up plenty of research material.
There's a bit of an overlap with the US wigga, and a frequently hilarious misuse of black slang by deeply racist boys so white they make Johnny Winters look like the late Louie Armstrong. Other chav peculiarities are a conviction that talking in a high pitched whiney voice makes them sound intimidating, and going around mob handed in flocks.
Asides from the parodies BHG mentions above, David Sascha Cohen-Barron's Ali G is a chav to the core...
