An extra 14 million euros for the French market in eighteen months. That makes nine million euros in one year. Those nine million euros used to be spent on other French products, which therefore now have suffered a loss of nine million euros during the past year. Who is going to recompense their loss?

So actually there is no net profit for the French market.

The causality between the 22.5 % increase in purchases from iTunes and the Hadopi actions is far from proven as well.

I also notice that the French spend 11 million euros per year to finance Hadopi and think themselves the richer for earning themselves nine million more euros (which actually they do not as argued above). Smart people, them French. I think they had best fire their Secretary of Finance.
