I think that chastity can definitely help with a chronic masturbation problem. It's often embarrassing for men to discuss their masturbation habits with women. But this may be an opportunity to let go of that inhibition, and add some erotic spice to your relationship.
Why don't you ask your wife for help with your masturbation problem? Tell her that you would be open to her taking control of your orgasm.
I used to be one of those guys who was focused on my penis, and on my own orgasms. When I'd have sex, my goal was to cum so I could roll over and go to sleep. But since then, I've dated several dominant women who have exercised control of my orgasms. They basically didn't allow me to cum without their permission.
Even during intercourse, I wasn't allowed to cum until they told me to. At first, it was hard. I would cum too soon, and they would punish me. Believe me, if she locks you in a chastity device for 10 days, and makes you please her orally every night, while allowing you no sexual release, you'll be much more careful to not cum too soon once she finally lets you out of the chastity device. And if the forced chastity alone doesn't work, she can always add in a little CBT to further enhance your training.
As self-deprecating as this may sound, we humans are not as evolved as we like to think. Many of the same tactics that work in training animals work with humans as well. Rewarding someone for good behavior, and punishing them for bad behavior works on men, just like it works on dogs.
I can admit that I had to be trained to focus on HER pleasure rather than my own. Now, it's as natural as breathing. I always focus on my partner's pleasure. Anything else just seems wrong.
An added benefit of that is that I can now have sex for a very long time without cumming. Premature ejaculation is a thing of the past. Now women compliment me on how long I can go. I can easily go for over an hour without stopping. For some women, that's a very nice benefit. But if she prefers to have a "quickie", then I can cum quickly as well. It just depends on what she wants.
The funny thing is that while you may start all of this to help solve your masturbation problem, it will ultimately make you a better lover. Think about it. Do you think your wife/girlfriend will appreciate it if you always focus on her sexual pleasure (rather than your own), and if you can fuck her for as long (or as short) as she wants? 
I could be wrong, but the fact that you say that you are a habitual masturbator tells me that you may be too focused on your own pleasure (why else would you masturbate so frequently?). I think your wife/girlfriend would like it if you stopped wasting all those orgasms, and instead used all of that sexual energy for her pleasure.
So she gets a more attentive husband who is now a better lover, and you get a dominant wife who keeps you in chastity anytime she pleases, and takes complete control over your orgasms. Sounds like a win/win to me.
