Actually, much of that rolls down from the Federal level. Do your state's DOT want its "free" money from the Fed's Department of Transportation? All you have to do is show your state meets minimum requirements for winter weather. Which is why some towns in Texas have snowplows that have never moved, and other towns in Tennessee now salt roads they never bothered to salt before. That's just one of many "golden handcuffs" programs that work by letting the Fed tax the residents of a state and then buying the state government's cooperation with that money.

The fed has a role too.And is irrationally bashed out of hand as intrinsically bad-evil-heavy-handed-to-big-intrusive-etc. I think the point is that typical, government bashing,big gov or small gov,is really kinda of hollow and opportunistic and not helpful or for the public good. One of my standard come-backs to folks who say our government is super slow and inefficient, is to point out how much faster and efficient communism is.
