My dad tells me that, decades ago, when he was an Air Force officer in Minnesota and similar frozen wastelands, that every so often, the folks in the nearby town wold decide that they were tired of this military base outside of town. They drink. They make noise all the time. They date our women. They're everywhere. And, when they did, the airbase's standard PR move, to deal with the resentment of the townspeople, was to pay everybody on base with $2 bills. That way, at the end of the day, (and every day thereafter, for weeks), every business in town, at the end of the day, would look in their cash register drawers, and they'd see a graphic demonstration of how much money they got, today, from the Air Force Base. Or how much money they got from somebody who got his money from the base. And so on. And the complaints about the Air Force base would all go away.
