Nice, huh? The Special Investigator orders a clamp down during the investigation, common sense really, and the Mayor orders the police department to do it anyways. Very nice. Politics and drama v.s. Investigative Procedure. I think this is well answered, as always, but only because it relies on fact, law and common sense rather than drama and spin and agenda.
