...buried in the training guides are insights into three trends in law enforcement that have been occurring not just in Virginia, but nationally: the demonization of protest, the militarization of police, and turning local cops into “terrorism” officials.

The Demonization of Protest

The Richmond Police Department’s Emergency Operations Plan
includes a section on “civil disturbances.” While this sounds innocuous, “civil disturbances” are defined so broadly as to include what the police call “dissident gatherings.”

“The City of Richmond is a target rich environment” for antiwar protesters, the document says. And it warns that police and homeland security have reason to be increasingly concerned:

“Current training and intelligence reveals that protestors are becoming more proficient in the methods of assembly.”

Militarization of Local Police

Such a depiction of “assembly” (a First Amendment right) as a “disturbance” and a threat is all the more troubling when put in the context of the other police department guides. Richmond’s Crowd Management Operating Manual is for the police unit assigned to large protests (no experience required). Among the tools that the crowd management team are issued include riot shields, chemical agents, cut tools, helmets, body armor, cameras, video cameras, batons, gas masks, and a “mass arrest kit.”

Deputizing Local Cops as Counter-terrorism Officials

This militarization of local police is accompanied by another trend in law enforcement since September 11th: deputizing local cops to becoming “homeland security” and counter-terrorism officials. According to the Homeland Security Criminal Intelligence Unit Operating Manual, “The Richmond Police Department is under contract with the FBI to provide assistance through staffing, intelligence and equipment.” And one member of the homeland security unit is assigned to the Joint Terrorism Task Force.

The result? Documents like the Virginia Terrorism Threat Assessment. The 2009 document was created by the Virginia Fusion Center, of which the Richmond Police Department is part. Fusion centers are ostensibly designed to gather terrorism intelligence from multiple police agencies, and make us safer. In practice, they routinely label activists as “terrorists.” Among the “terrorist threats” identified in Virginia were animal rights activists, environmental activists, and anarchists.

According to the threat assessment, “The Virginia Federation of Anarchists has held two conferences in Richmond in November 2007 and January 2008″ and “Anarchist protesters at the International Monetary Fund in Washington, D.C. spilled over into Prince William County.”

It'll backfire. They came at the 'problem' with too much too soon. And it was a serious mistake.
take Occupy Boston for instance... I know a fair number of Boston area cops through my cousin's husband he's pretty Sr. to his field and he started to remark a while back that it was interesting that Camp Charlie (Mass transit protest encampment on the steps of the state house) was very well received by the public and the cops weren't too enthused about busting balls. And cause it was technically 'off' the BPD's beat their interaction was actually pretty friendly this time.
At one point the Secret Service kicked them off for a 24hr period and the chief goons verbally tried to prep the troops for the old strategy and there were supposedly a number of "WTF for?" responses among the ranks.

Are you from Montreal?

Addendum - Had a look at the profile... Just wondering .. you doing your may day in Akron or some other city. I was going to go to manhattan, but I have a custody agreement to file on monday that my require some additional filing on the 1st, so I gotta do Boston.

Is it possible some police officer who had a conscience "accidentally," released these to someone he knew would spread the information, thereby drawing public attention to a rather scary set of rules for police?

I doubt it. This information was released as a part of a FOIA request. It was only after the request was approved and the information released that the police claimed they'd made a mistake.

They're blaming the person who put it together, saying she didn't ask the chief of police, who is the official custodian of documents, if they were ok to be released.

We have a big presence in Northeast Ohio in general. We have regional meetings once a month, and 5 or 6 Occupations usually show up. Yes, Cincinnati has done a ton of good work as well. One of the big issues here in Ohio is higher education, specifically the 3-3.5% tuition increases happening at every public institution. We've got an action planned on Monday for that, actually.

That's a big jump when a student doesn't have the money in the first place. I love how they percolate the complaints of people saddled with these enormous loans and no job prospects as wanting forgiveness of loans. I have YET to hear that once at ANY of the Occupy sites I have visited. I have heard people saying they could use furloughs pending employment, but that to me isn't unreasonable when your monthly loan payment could be as much as a grand.
I wish you guys luck in tackling that issue.
