I'm far too lazy to pull up a West Virginia sample ballot, but I bet there were plenty of local matters up before the people as well. 42.73%, according to the WV SOS, refused to put a rubber stamp on President Obama. (Notice how that number gets shaved a bit in the news?) That may produce a decisive victory for the guy with the other 57 and change%, but it still amounts to one hell of a protest vote.
