It's a bit like people working in an unemployment office, they are super busy just letting people know what paper work they need, to check the paperwork, trying to place them in jobs, they can't really hold their hand and tell each and everyone what interview training is available - unless the people ask for it. Actually, no it isn't there job to simply answer basic questions. It is there job to let people know what services are available to them. For instance, they are aware when a client doesn't drive or have a car, so they know that transportation might be an issue. As for them being "underpaid," they aren't. They are government workers, who are also unionized. They chose to go into the field they are in, and chose to work for the office they did. Can you imagine telling your clients or your boss that you have too much work to do to actually do your job? The majority of these people would be fired if they worked in the corporate world because they wouldn't have the perks they have in a government position. Incidentally, it is also inappropriate for them to respond with "I don't know" when the person requiring assistance asks what is available. It is nothing like working in the unemployment office, because the requirements are different. People who work in Social Services are Social Workers, not paper pushers like unemployment. They specifically studied for the purpose of helping people. In my local Social Services office, there are some that are great at what they do. They have been there for years, and if they don't know the answer to something they find out. Then there are others who just can't be bothered. Some have been there for years and are jaded, others are young and just want to do as little as possible. Believing you are "underpaid" for your job is never an appropriate excuse for not doing your job.
