If a woman is doing the surprising, depends on the timing.
Morning: Notes in the middle of his sandwich, on his visor, etc.
Night: Favorite meal, couch/favorite show (even though you think it's stooopit), if he's tired....massage/sleep....if he's not....I suspect you can handle the rest.
If a man is doing the surprising....it never matters the timing.
Walk in the front door, grab her and give her a warm hug and tell her (looking in to her eyes when you say it) "I love you more than life itself...tonight is your night....anything you ask for cannot be denied", a card that you made (made...not wrote in) or, if you can swing a few bucks, something ridiculously extravagant (think" airplanes with a message twirling around the restaurant/park etc. that you're at)...but, if you have access to money and she knows it....this last one will backfire. The first one never will.
