OP,
I have met dozens of other female dominants through the years, and of those dozens, I know of only one that would be interested in providing what you seek.
Of the others, of which I am one, even for casual play only (at a party or at an event) they all expressed that it must be someone they felt comfortable with, had a connection with, and felt attracted to. All of which take time and energy to manifest.
Unfortunately, that's the nature of the beast, so if you truly wish to find fulfillment, you'll first have to find the motivation to present yourself as a viable and desirable play partner.
